Transparency Policy
The City of Palos Hills’ elected officials and staff are undertaking efforts to have a more transparent government and website.
The City of Palos Hills is committed to ensuring municipal matters are approached in an accountable and transparent matter, with emphasis on openness, ethics, and fiscal responsibility.
Elected Officials & Administrative Staff Contact Information
The City website shall include contact information, including the name, phone number, and email address for all Elected Officials and Department Heads for each City operating department.
Meeting Information
The City website shall include notices and agendas, as available, for all public meetings of the City Council, along with minutes. The City’s Yearly Public Meeting Calendar shall include the tentative dates of all City Council Meetings at least one year into the future. Meeting dates may be changed, and meetings may be canceled, subject to the requirements of the Open Meetings Act.
Public Records
The City website shall include the name, address, phone number, and an electronic contact method (email) for the City Freedom of Information Act (FOIA) Officer(s), along with the address, phone number, and email address for FOIA requests submissions.
The City Clerk’s Office maintains the centralized records of the City, with the exception of Police Records, which are maintained by the Police Department.
The website shall also include the FOIA process, response time, and a current fee schedule in connection with FOIA and records requests and responses.
Budgets
The City website shall include the Budget for the current fiscal year as well as prior years’ budgets.
Financial Audits
The City website shall include the City’s Comprehensive Annual Financial Reports and Treasurer’s Reports for the immediate past fiscal year and prior years.
Expenditures
The City website shall include the City’s Accounts Payable Report (listing of bills paid)- including name of payee, description of expenditure, and amount of expenditure.
Salary & Benefits
The City website shall contain the total wages for each individual by position and benefits, including but not limited to, health insurance, life insurance, pension, and salary in accordance with the Illinois Public Act 97-0609. This information shall be updated each year in conjunction with the required postings associated with Public Act 97-0609 and shall remain available on the City’s website for one year.

Annual Notice Packet
The following packet is made up of annual notices required under ERISA and the Affordable Care Act (ACA). The next page contains a list of common notices required of group health plans.
It is important to note that this packet does not contain every notice that is required of an employer-sponsored group health plan. This is meant to encompass those notices that are to be distributed annually and may not be part of a standard Summary Plan Description (SPD).
Contracts
The City website will contain all current labor agreements with all employee groups including Public Works and the Police Department.

Taxes and Fees
The City website shall include information about Tax Rates and fees, including the Recreation Brochure, that the City levies on residents and businesses. It shall also contain the revenue sources for the City which are available within the City’s Budget.
